The Chenab Times Foundation has formally demanded the creation of a new dedicated parliamentary constituency for the Chenab Valley region, comprising the districts of Ramban, Doda, and Kishtwar. This significant step aims to address the long-standing issue of inadequate representation faced by the people of this strategically important yet underserved hilly terrain in Jammu and Kashmir.
In a detailed representation prepared for submission to the Government of India, the Election Commission of India, and the future Delimitation Commission, the Foundation has emphasized that the existing Udhampur Lok Sabha constituency has become excessively large and administratively unwieldy. Currently encompassing parts of Kathua, Udhampur, Doda, Kishtwar, and Ramban districts, this parliamentary segment stretches across more than 20,230 square kilometres of challenging Himalayan mountainous landscape and serves a population exceeding 2.4 million residents. The sheer size and difficult topography create substantial barriers for elected representatives in reaching out to constituents effectively, particularly during the harsh winter months when many areas remain inaccessible due to heavy snowfall and landslides.
Anzer Ayoob, President of Chenab Times Foundation and Editor-in-Chief of The Chenab Times, stated: “The people of Chenab Valley have endured diluted representation for far too long because of the enormous geographical spread and demographic diversity within the present Udhampur constituency. We firmly believe that establishing a compact Chenab Valley Lok Sabha seat exclusively covering Ramban, Doda, and Kishtwar districts will bring focused parliamentary attention to our region’s unique developmental challenges, including poor connectivity, limited tourism infrastructure, inadequate healthcare facilities, and pressing employment needs. This is essential for translating the genuine aspirations of the local population into tangible progress.”
This demand is being raised at a crucial juncture, well ahead of the next national delimitation exercise. The process is anticipated to be triggered following the completion of the upcoming Census, expected around 2027, with its outcomes likely shaping the 2029 Lok Sabha elections and beyond. The Chenab Times Foundation views this period as the ideal time to proactively place the region’s long-pending demands before policymakers, ensuring that the voices from Chenab Valley are not overlooked during boundary redrawing and seat allocation.
The current constituency’s vast expanse has repeatedly led to practical difficulties in governance and development planning. The mountainous terrain not only hampers regular interaction between the MP and local communities but also results in uneven distribution of developmental funds and schemes. Residents in the remote pockets of Doda, Kishtwar, and Ramban often feel their specific concerns — ranging from road connectivity and power supply to education and disaster management — get overshadowed by the priorities of the more accessible plains and other areas within the larger constituency. Creating a dedicated Chenab Valley seat would allow for more responsive and targeted parliamentary interventions, enabling better monitoring of centrally sponsored schemes and faster resolution of local grievances.
Furthermore, this proposal aligns with the region’s consistent and justified calls for separate divisional status for Chenab Valley. Such administrative recognition, combined with a focused Lok Sabha constituency, would strengthen democratic participation and promote equitable growth. The Foundation noted that several other regions across India have successfully secured more compact constituencies after taking into account geographical hardships, cultural distinctiveness, and administrative realities. Chenab Valley, with its rich cultural heritage, linguistic diversity, and immense potential in hydropower, tourism, and horticulture, merits similar thoughtful consideration to ensure fair political representation.
The Chenab Times Foundation has appealed to all political parties, sitting Members of Parliament, and Members of the Legislative Assembly from Jammu and Kashmir to extend their support to this legitimate and constructive demand. The organization has also urged the Election Commission of India and the Ministry of Law and Justice to actively invite public consultations and suggestions on this matter once the Delimitation Commission is formally constituted. “We stand prepared to submit a comprehensive memorandum backed by detailed demographic data, geographical analysis, and developmental projections,” added Anzer Ayoob. “Our objective is not to create divisions but to achieve better integration of Chenab Valley into the national mainstream through enhanced and meaningful representation.”
The Foundation has called upon citizens, civil society organizations, panchayati raj institutions, and youth groups across Ramban, Doda, and Kishtwar districts to actively back this initiative. Collective efforts at this stage can generate the necessary momentum required for policy-level acceptance.
